Her responsibilities continue when the immediate approach is over. Messages have to be sent and received through infrastructure whose timing and reliability cannot be assumed.

Nadira brings the technical conditions of a decision into Kaid’s planning. In a setting where information arrives late, the state of a relay or the trace left by a message can matter as much as the message itself.
