## Work and dependence

Growers need routes to move produce. Merchants depend on contracts and continued access to freight. Supplies for the coming winter give those arrangements a significance beyond immediate profit. People who depend on the same elevator can therefore disagree about who should control it and what must be accepted to keep it operating.
