The Congress of Member Worlds is a Confederate political assembly based in [Adamant](https://emissary.mdscur.com/encyclopedia/adamant/), on [Hayekar](https://emissary.mdscur.com/encyclopedia/hayekar/). Its delegates represent sovereign worlds whose shared commitments must be negotiated rather than assumed.

## Chamber and procedure

The chamber’s semicircular tiers face a central floor and dais. A public gallery overlooks the proceedings. Recognition by the presiding delegate gives a speaker the floor; debate, objections, amendments, and a vote turn competing positions into an authorization.

The formal setting does not eliminate disagreement. Members can support a common purpose while disputing which resources should be committed, what those commitments expose elsewhere, or how the record should describe the cost.

## From authorization to work

Congressional decisions have to become assignments for ships and crews. Nearby rooms provide space for captains, staff, and operators to discuss actual vessel condition, crew limits, and route intelligence.

This places political language close to its practical consequences. A promise made in the chamber needs people and equipment capable of carrying it out.
